form that is used to tell a plan or forecast for the future that you had in the past. And it is done with was / were going to + infinitive. 

This is the past of am / is / are going to, which talks about plans for the future that we have now. It sounds a bit confusing, but we do the same in Spanish: en presente dicimos “I am going to do it” and the past tense is “I was going to do it”
